The Louisville resilience planning effort included approximately two years of engagement with community stakeholders through interviews, workshops, surveys, focus groups, public meetings, and digital outreach. The process prioritized broad participation from residents, community leaders, advocates, students, neighborhood groups, businesses, nonprofits, and faith-based organizations, reflecting the understanding that strengthening resilience requires collective community involvement.

Resilient Minneapolis 1.0 resulted from a collaborative process that engaged residents and public officials in identifying key challenges and priorities for the city. The effort defined opportunities where resilience-based strategies could have the greatest impact across multiple planning and decision-making scales.
